Definitely. You're an Aberration, that means you get access to Aberration forms through things like Alter Self, and it means you can take the Rapidstrike series of feats from Draconomicon.

No, Aberrations don't have the "you qualify for these automatically" clause that Dragons do for Dragonblood things
