A dwarf stonelord 2 with power attack and the following statline:

Str:13
Dex:10
Con:13
Int:9
Wis:10
Cha:10

What weaponry is optimal with a 1000 gp budget? I'm thinking halfplate, masterwork dwarven waraxe and a tower shield or a large shield or a masterwork dwarven longhammer. The math isn't clear on this though, especially because of the typical opponents; lizardfolk and trolls. It's not a single stonelord but rather several backed up by many warriors against a bunch of enemies.

you would want a way to stop the troll regen, if they are a typical enemy.

perhaps in each unit have:
3 standard axe and shield stone lords.
1 long hammer stone lord
and 1 mage(burning hands+acid splash) or alchemist(bombs+enlarge for the hammer lord) or rogue(alchemical fire+throwing axes) or ranger(hated enemy lizards+alchemical fire+throwing axes)
