Increase Zero Level Spells

Hello,

Is there any way to increase zero level spells? (without wasting feats)

I thought there was a Ring of Wizardry 0 in one of the dragon mags but I can't find it.

I wouldn't call this feat a waste, but it does require a feat. The Arcane Manipulation feat from Lost Empires of Faerun allows you to break spell slots down into lower level spells. You could break a 1st level spell slot into two 0-level spells, or a 2nd level spell into four 0-level spells, etc.

You could always be a specialist or focused specialist.
