Does a rogue who meets prereqs to make a sneak attack against an enemy do sneak attack damage whether or not his attack hits?

You have to hit to deal the damage.

Just to clarify you're talking about something like this:

Rogue flanking opponent with AC 22.

Sneak attacks with dagger (1d4+1+Sneak Attack Damage[2d6]). To hit he rolls with his modifiers a 19, and you're asking if he deals 2d6 damage even though he missed?
He doesn't
