I'm looking for something that takes (at least 2) HDMI, Component, and Composite input, and outputs to HDMI. Ideally, this would also have a tuner for coaxial cable television. I have a limited number of inputs on my monitor, and I'd like to eliminate the (very old low-def) TV from my computer room, while still retaining the ability to watch TV or hook up a console.

Alternatively, if there's a good PCI device that provides such input functionality, that might also work.

I'm seeing a couple component/RCA to HDMI splitters, but nothing that will join both HDMI and component/RCA in the same device. You may need 2 different splitters, a compenent to HDMI that plugs into an 3 way HDMI splitter.

I'm not sure if there is any good way to do it, I know there are expensive and/or convoluted ways to do all of that though.

They make Component to HDMI converters (http://www.amazon.com/component-YPbPr-HDMI-converter-v1-3/dp/B003VJ9RP6/)

And I assumed you didn't want to go through your PC to do this because there are also TV tuner cards (http://www.amazon.com/Sabrent-SBT-TVFM-Capture-Remote-Control/dp/B000BKTET2) and video capture cards (http://www.amazon.com/StarTech-com-Express-Video-Capture-1080p/dp/B007U5MGBE/) you can install on your computer as well.

I haven't researched any of the above products and I think they mostly fit what you are looking for. How well they work and how good of quality I can't say.
I know all over-the-air broadcasting has went to digital, so you would have to make sure to get a digital tuner for them. However, not all cable companies will necessarily have switched. I know my local cable company made the switch a while ago and it is pretty small, so I would assume most places have changed but that is something you need to make sure of before you buy an external tuner.

As an aside, depending on the quality and size of your monitor, you could potentially upgrade to a new monitor that already has a lot more inputs, as well as potentially a TV tuner, for not much more then some of the items I have linked to.
