It seems wierd, it says it was updated with 3.5, looks 3.0 , and then I see that changelings get the skill speak languages ?

Assuming you're talking about the new monster stat blocks (where everything is separated from the rest of the text), those didn't come along until the execrable MM4.

Speak Language is still a skill in 3.5.

So, yeah, the MM3 is wholly 3.5.

"Speak Language" (http://www.d20srd.org/srd/skills/speakLanguage.htm) is a skill, just look at the bard. It's just never rolled: Instead, it decides how many skill points it costs to learn a new language. If it's a cross-class skill, any new language costs 2 skill points. If it's in-class, a new language costs only 1 skill point.

It's kinda weird how few classes get Speak Language as a class skill. My final count is Bard, Scout, Spellthief, Dragonfire Adept, Factotum, Marshal and Beguiler. Might've missed one or two (not including NPC classes either) but that's 7 base classes total out of...lots.

Might've missed one or two (not including NPC classes either)There are also some class variants: Cloistered Cleric (Unearthed Arcana), Planar Ranger(Unearthed Arcana), Half-Elf Ranger (Races of Destiny), Urban Druid (Dragon Mag. 317) and Janissary (A fighter variant, Dragon Mag. 334).

Also, there are a few races that always have it as class skills - Changelings have already been mentioned, but also Illumians (Races of Destiny) and Uldra (Frostburn).

Savant also has speak language as a class skill. CyberDrag, could you state what it is that makes you say it looks 3.0? Is it as Mr. Bookworm said?

Monster Manual 3 came out in August 2004, over a year after the beginning of the 3.5 edition. As always, whenever this question comes up, just look at the dates.

[...]...sorry, but I really don't see what you're trying to say here.

Yes, the bolded part states it's 3.5 content. We're all saying that it's 3.5 content. What we're wondering is where you got that "looks like 3.0" from.
