Ok, so this last week I had a bit of a one-off for the group I'm running, they basically escorted captain useless around a dungeon while he searched for religious artifacts... at the end of the dungeon, he found something (because we ran out of time and I didn't want to rip them off storywise 2 weeks in a row) but then I was struck with the inspiration that had been lacking when I prepared this week's game.

In-Game history:
At some point in the past (exact dates and reasons lost to time so over 1000 years in game time) Dragons decided to integrate themselves into human(oid) societies, taking on "mortal forms" and living out the rest of their lives as mortal beings. (If anyone can help me come up with a good reason why they may have done that I'm willing to discuss this as well, I'm hoping some reason voluntarily, not "hunted to extinction")

Anywho, the artifacts captain useless has found I've decided to build a fun story around. Basically, one allows him to see the past, the other the future, and in a sense he believes (and it may be the case) he is the herald for things to come. In time, he's going to develop strange powers, but also go a little insane (not sociopath insane, more like can't tell the past/present/and future apart, so the party can't necessarily take him at his word)

The event he believes he is heralding is the return of Dragons to the world... (maybe a little cliche, but these are relatively new players and I just ran the plot of ninja turtles beat for beat without a single one realizing it... so they'll likely enjoy this regardless)

I don't really know how to make this NPC's powers manifest however... my ideas seem to be a cross between an oracle and a sorcerer (he doesn't receive his power through training, but rather it naturally manifests so that suggests spontaneous caster)

I was thinking Oracle because I was going to have him periodically slip into speaking draconic (and I thought the tongues curse fit) but there is no dragon mystery.

So then I was like "well what about a sorcerer with the draconic bloodline" but I kind of wanted him to be a divine caster...

so then I was like "well could I make a draconic mystery by using the dragon subdomain and some of the dragon racial traits (or variations) as revelations?)

I want the character to level with the party (though he won't remain travelling with them) such that he's difficult for newbies to beat, but not so difficult they can't. I also want it to be unclear if he's actually receiving divine gifts or is being corrupted by this power. I want the party to have to question whether they should believe him, whether they should follow/aid him, or whether he should be stopped.

This is a brainstorming phase so no idea is too stupid... hit me with your best shots.

DM fiat works well.
Just use the sorcerer draconic bloodline and say that his spells/powers are all divine instead of arcane.

I suppose that, and since the spells cast/known are equal, I could draw my spells from the cleric list instead of the sorcerer list. (The types of spells on the divine list are different, and fit better with my idea for the NPC)

I still think you should use a few on the draconic list as is though, like "dragon form 1/2/whatever," and "dragon's breath." those two are very dragonlike things to do, and are not on the cleric list.

A witch with a Transformation patron gets the dragon form spells, and while it's not divine the patron thing does blur the line a little, as does the spell list.

yeah, I was thinking of making a sorcerer who got those bloodline spells and bloodline powers, but the rest of the spells known were from the cleric spell list is what I meant... (though now that I've looked at the bloodline I may swap some of the spells out for the "dragon" subdomain spells)
