Is it even a language with syntax and grammar?

...Somewhat, It just doesn't follow normal sentence structure.

I'd imagine it wouldn't. I asked because without it having actual rules like say..Tolkien Elvish you'll be hard pressed to find a translator for it.

Step 1. Get a cat
Step 2. focus your attention on the computer
Step 3. cat will jump on keyboard to get your attention
Step 4. Enjoy your r'lyehian text.

Seriously, Lovecraft never made this into a real language. Anything you get is fanwork. Not everybody could be Tolkien or Barker.

Just as well. Frankly, automatic translators suck. They are getting better, but so far there really is too much complexity and non-literal meaning to languages to be handled by computers.
When it comes to imaginary languages with almost no information about them - and that one page you linked to is virtually nothing - you won't find what you're looking for.

You really are better off randomly hitting keys and stuffing in spaces and apostrophes here and there.
