Homebrew splash weapon

ok so I'm helping a friend build a rouge and we came up with something but aren't sure how to handle the mechanics. Taking a page from real life ninjitsu, he wants to have empty eggshells filled with ground hot chili peppers and powered glass. I'm thinking 5' splash, DC 15 reflex save, and blinds and sickens for 1d4 rounds. Thoughts?

For the record there are egg-shell grenades detailed in Oriental Adventures. Dust grenades are pretty awesome 1 round no save blinding for the low price of 10 GP (they offer a DC 10 save for splash hits).
