Do Monster Levels = anything for initiatory levels for martial abilities?

Racial HD/2 is part of your initiator level.

"Monster Levels" are just a bookkeeping thing in Savage Species, they aren't a rules entity. Racial Hit Dice do count, or rather, class levels only count because they provide hit dice, it's really hit dice, racial or class-based, that count.

To expand a little on ur priest's post: monster levels are actually two things added together: level adjustment and monster hit dice. Monster hit dice count towards initiator levels and a whole bunch of other things; level adjustment only counts towards experience & wealth calculations.

Though Ur-Priest is right, I'd be tempted to rule that they do count since most of those "classes" could use a boost.
