Is it as good as it appears to be?

Be a human druid to start with, take boon companion and two weapon fighting at first level, have a bear, use a quarterstaff with Shillelagh, then a level of monk, and then you can Flurry of Blows with a 2d6 quarter staff, possibly getting 3 attacks with with two weapon fighting.

Is it a good build?

Does TWF mix with FoB?

Would it be better to just go bear form, with a bear companion, and just be a bear riding a bear?

Flurry of Blows does not stack with TWF. (in fact the FAQ states it works exactly the same way). So you don't get three attacks. The shillelagh quarterstaff does work with flurry of blows, but hitting will become an issue.

Going monk/druid seems to me ending up with a one trick pony (in most cases trip or grapple while wild shaped) and some minor spell casting. Nevertheless could be fun to play.

Also your alignment has to be LN, which most of the time isn't a concern, but it narrows down the roleplay.

LN is actually kind of interesting. Imagine being from a LG location. Suddenly you find yourself in a Lawful Evil town (Functional Evil, that is.) Do you follow the laws of your land or the land you are within?
