So I know there are sound effects CDs, but are there just CDs that are generic music for stuff. Like a track for action-y music, or a track for romantic type music. Basically, a CD with instrumental music that one could use in videos that could fit the atmosphere of a scene?

What you're looking for is called "stock music" or "library music". There are not only cds you can buy, but lots of websites for cheap and/or free stock music. Do a google search and you'll come up with a ton.

I used Musopen (https://musopen.org/) last time I was in the market for free music. Though, it'll be slim pickings for most things modern from there.

Try here (http://incompetech.com/music/royalty-free/). Here's (http://www.newgrounds.com/audio/) another good place to look, though quality will be more varied.

They have a fantasy section (https://musopen.org/music/form/Fantasy/), however, I do not listen to music all that much, so I don't know if that actually qualifies as fantasy music.
