Need a 3.5 race/template

I don't care what the LA is, I just need a crap ton of dexterity. Multiple hands are a bonus, as is wisdom bonus.

Do the hands need to be able to do things like attack?

Savage Species, Insectile Creature template, gain four extra arms (that grant no additional attacks), +4 Dex, +2 Wis.

Apparently Dungeon #136 has a multi-armed template called Obah-Blessed Creature.

DMG2, pages 157-158, Aberrant Limbs; CR +1, LA +2, extra pair of arms, Multiweapon Fighting as a bonus feat (for NPCs only, if taking a strict reading).
