Does the tanglepatch from the Magic Item Compendium allow a reflex save as per the spell Entangle, or does it inflict the entangled condition without a save? If it's the second one, that's pretty nice for 200 gp.

Since the descriptive text includes "as the spell", then I think it's fair to assume that all targets get a Ref save DC 11. (Note: even if they make the save, if they are still in the area of effect, they can only move at half speed, and must make another save when the thrower's turn comes around again next round).

This item was originally printed in Races of Faerun, but in that book, it was almost worth it: 100 GP, thrown with a 20' range increment, and lasted 10 rounds, as a 1st level entangle spell should.

When it was updated in the MIC, the cost was doubled for no discernible reason, and the range and duration were halved. At 200 GP, it costs four times what a 1st-level one-shot use-activation item should cost (50 GP).

A wondrous item of impeding stones would actually be better: 50 GP, 10 round duration, 40' radius, Ref save DC 11 or Balance check (uh... DC 12?) to avoid being knocked prone, and even if they make the save/check, double movement and -2 attack penalty.
