1. The prerequisite for crafting the item is 'knowledge of a maneuver from the White Raven discipline'.
Can a crown be crafted for a maneuver unknown?

2. Activation states 'the wearer must chose a maneuver that the item can grant that he meets the prerequisite for... wearer gains knowledge of that maneuver'.
A novice crown grants up to 3rd level maneuvers. Does the crown grant any first thru third level White Raven maneuver as long as the wearer meets prerequisite or is it keyed to a single maneuver when crafted?

Effect description '... the maneuver can be up to the highest level the item grants'.
Seems to read that the maneuver granted is open and limited only to the level of the item and the wearer's meeting the prerequisite of the granted maneuver.

Can a crown be crafted for a maneuver unknown?
No, because...

'the wearer must chose a maneuver that the item can grant that he meets the prerequisite for... wearer gains knowledge of that maneuver'.
In other words: these items are not crafted for specific maneuvers. They are crafted for power levels of maneuver disciplines. It's the wearer, not the crafter, that ultimately decides what maneuver is granted.

Having knowledge of White Raven maneuver (Douse the flames) allows you to craft a crown of the White Ravens.

And that crown can then grant knowledge, and use of, White Raven Tactics even if you did not know that maneuver.
