I have no idea what to do with this when adding the half-dragon template to a character.


Excerpt from Monster Manual.
Skills: A half-dragon gains skill points as a dragon and has skillpoints equal to (6 + Int modifier) × (HD + 3). Do not include HD from class levels in this calculation—the half-dragon gains dragon skill points only for its racial HD, and gains the normal amount of skill points for its class levels. Treat skills from the base creature’s list as class skills, and other skills as cross-class.

Urpriest's guide may be of service, but basically: Half-Dragon doesn't add any racial hit dice, but it does improve any that exist. Most PCs, and many NPCs, have no racial hit dice, but only class levels, so they would be unaffected by those sections.
