So, I'm looking for a magic item that gives 1 or 2 points of INT and maybe a bonus to CHA skills, maybe something else minor. In the <10,000 gp value range (not creation costs).

By the item creation rules it would be 5,800 gp for a headband that adds +2 INT, and +2 to three CHA skills. 4,000 (headband INT +2) plus 400 X 1.5 X 3 (+2 skill to 3 CHA as secondary effect for 1.5).

Just wondering if there was something out there already that's similar, but has some flavor behind it.....

Circlet of persuasion (http://www.d20srd.org/srd/magicItems/wondrousItems.htm#circletofPersuasion) adds +3 competence to all cha skills, 4500 gp, DMG/SRD.

Add +2 enhancement to intellect for 4000 gp (per MIC enhancement rules, adding common effects for no added surcharge). Total 8500 gp.

Your item is slightly cheaper. However, you overbudgeted. Take a head-something and add +2 competence to a single skill. 400 gp. Add two more skills at 600 each (1.5 times the price). 1,600 gp. Then add +2 int (at 4k gp, no surcharge per MIC) for 5,600 gp.
