Can you make half-dragons from the dragons outside the MM? I would imagine so, but can find no text supporting it

Yes. There is a table of them in Draconomicon.

Yes. Races of the Dragon has the info you need and is the primary source for it (pg. 69 onwards).

The text you are looking for is in one of the dragon sourcebooks (Draconomicon, Dragon Magic, or Races of the Dragon). The short answer is yes.
