Spellthief qualifying for spellcasting ability with spelltheft

For the purposes of discussion (I may bring it up with a GM one day, if it ever becomes relevant):

Does a Spellthiefs ability to steal (any number of) 2nd level spells and then cast them mean that they meet the qualifier of having 2nd level spellcasting for meeting feat and PRC pre-requisites?

I would say no, (s)he can cast 2nd level stolen spells but (s)he has not the ability to cast 2nd level spell before level 8 with her/his regular casting.

However it depends on how the PRC requirement are writen.
