Limitless AoE Crowd Control

I'm looking for ways to cover the crowd control aspect in a low level gestalt. They game is going to be running lots of consecutive battles, and XP has been modified so we won't be leveling up too quickly.

Dragonfire Adept is a possibility. What are other options for either dealing area damage or area debuffs at low levels?

You're on the right track with DFA, I think. DFA's probably your best bet for at-will or nearly at-will AoE crowd control, though I bet you could have some fun with a chain tripper with all the reach (and/or size) boosts you can muster. Especially with Thicket of Blades.
