Quick pathfinder wordcaster question

In Ultimate Magic, it never specifies how meta words affect the level of spells (that I could find anyway). My best guess is that that the meta word builds the spell as would an effect word, except that would mean that a spell with a 0 level effect word and 0 level meta word (boost) would be a second level spell, which is just ridiculous. Could someone point me in the right direction as to how meta words affect spell level?

Pretty sure it's a stock increase by the Meta level. That's how I've been running it, anyhow. (In which case 0 level metas raise the total level by 0.)

So just a flat increase rather than using the table for effect words?
