What other classes are heavy on Charisma?

Clerics can be, especially if they want to turn turn attempts into persisted spells. It might not even be a secondary stat, but it's a stat.

The Shugenja and Shadowcaster also have Charisma-based casting, though the latter's is only partially based on Charisma.

A knight wants a decent cha score for his knight's challenge abilities and a (CW) samurai wants it for his smite.

Either you mean a wilder or you're still using the gods-awful 3.0 psionics. All psions manifest from intelligence since the 3.5 update.

Warmage is also a Charisma based caster. It just wants Charisma AND Intelligence as Intelligence adds damage to their spells.

Course, a Rogue can be very Charisma intensive, least most of mine are between Moneymancy use (UMD) and Social Skills.

Samurai (Oriental Adventures) as well is pretty Charisma Intensive, as some of their more important skills key off Charisma, including Iajutsu Focus.

Actually, a barbarian can become one of the most powerful intimidation builds in the game. I don't know if charisma is strictly required to make it work, but charisma is certainly better on a barbarian than it is on some other classes.

Well, Truenamers use CHA to determine the DC of their utterances. Everyone I've ever heard of using one dumps CHA and takes utterances that don't allow saves, but there is a hypothetical Truenamer build that relies on CHA.
