In a past game someone had a longsword that scored a hit by getting the monster/BBEG's touch AC, like a Warlock's Eldritch Blast, for example. I thought it was the brilliant energy but that does not ignore natural armor and cannot hurt undead (as they are nonliving technically) and his weapon did.

Was this a homebrew or is is a legit weapon enhancement. If so, where is it found?

There are several ways to turn a melee weapon into a touch attack weapon. The Impaling ability (MIC 37) would work for a piercing weapon 3 times /day. A Heartseeking Amulet (MIC 110) can do this 3 times /day with any melee weapon. The Wraithstrike spell (SC 243) can do this for 1 round with any melee weapons.

Bingo. You sir win a cookie. He was over-protective of his amulet he had made, and this was the spell he had used. Just got messaged back from a friend that this is the route he went to get it.

You sir, get a cookie.

Amulet of Continuous Wraithstrike. Okay, that is an Assassin 3, Sorcerer/Wizard 2 spell with no material or XP components. Since the cost is going to be Spell Level x Caster Level x 2000 GP we would want to use the Wizard version as there are no level-dependent variables and Wizard gets the lowest Spell Level (2) and Caster Level (3). This nets us a 12,000 GP wondrous item. Some DMs might argue the body slot affinity (http://www.d20srd.org/srd/magicItems/creatingMagicItems.htm#bodySlotAffinities) for this should be Gauntlets or maybe Bracers. If that is the case, multiply be 1.5 for an amulet and pay 18,000 GP instead.

All melee attacks resolved as melee touch attacks for 12-18k GP? I think that might be a very high-demand item on many fighters' wish-lists.
