I've been guaging peoples opinions on the following: what if most of the magic items in a campaign were legacy items? My new low magic world has everything else under control except that. I'm just unsure of how to handle the idea of higher level play without some kind of item for my players. Help is always appreciated!

That works; drop the penalties to HP, BAB, Saves, & Spell Slots; take out the ritual's gold of the money they get from adventures (thus they 'pay' for it without making it an obvious that they pay for the items), and have the ceremonies and like be part of the campaign and adventures.

The obvious, and maybe a bit smartassy answer would be to not have high level play.

One way would be to have a game in which PCs and NPCs only go up as high as 10th or 12th level.
Another one would be going E6.
