According to the weapon sizing rules, a two-handed weapon is typically the same size category as its wielder. So a half-giant or goliath or any medium creature with Strongarm Braces could wield a cow as a two-handed improvised weapon, provided that it had the strength to lift it. A huge creature (Yetis are probably your best bet, at CR3) could dual-wield cows, since they are one-handed weapons for it.
Next, Awaken the cows and give them levels in Druid and then Planar Shepherd, and have them choose Pandemonium as their plane. Have them activate Planar Bubble, projecting Pandemonium around themselves.
Finally, beat people with the cows.
