I've seen the Magitech Templar, the Machinist and Harrowed, but could anyone else recommend a few solid, play-tested base classes I could use to add variety to my NPCs?

I had tremendous success with the Esper Knight (http://www.giantitp.com/forums/showthread.php?t=169532), Warlord, Sohei (http://www.giantitp.com/forums/showthread.php?t=192596)(these two with sligtly altered feats: finesse and TWF baseline. Finesse feat changes damage stat from STR to DEX, TWF feat makes offhand iterative), and the Blademaster. I don't remember the link to this one but it's in GITP (I use a local copy), it's basically a full bab ToB warrior that knows 100% of one discipline and eventually learns another, and gets a few bonuses based on the first discipline.

I can't say that I've had much exposure to homebrew outside of the theoretical. Haven't played any games recently. With that being said, you might check out Morph Bark's Homebrew Compendium as well as his thread on playtesting with NPCs.

Just to toot my own horn, but I have done a bit of homebrew myself. My Chorister being my favorite work.
