I'm looking to see if there is a compiled list of all weapon enchantments. I have enough money for a +1 equivalent. I am playing a rogue/scout ranged build in a hard survival game in the underdark.

This should help. (http://community.wizards.com/go/thread/view/75882/19870158/The_3.5_Weapon_Special_Abilities_thread)
It lists them under the enhancement value alphabetically, then even rates them by usefulness, and also includes the book each one is from and the page number.
Of the 4-5 star ones, Sure-Striking [auto-aligns depending on who you're fighting after you've struck them once], Bane of the releveant type and Enfeebling [on a crit, deals 1d6+2 temporary Str damage, SR applies] sound like they could be good for you.

If you are going Finess Rouge use Rapier and the Enfeebling effect with ether Improved Crit or at some point Improved Crit. Also for your Rouge/Scout take Telling Blow with this weapon and you deal Sneak Attack and/or Scrimish Damge on crits.

Question, do you mean you have enough for a +1 weapon (2000 gp + MW cost?) or do you have enough to afford a magic weapon with a +1 enhancement? (effectively a +2 weapon costing 8000gp +MW cost?)

For example, a +1 longsword would be aprox 2300 gp, but if you wanted a +1 flaming longsword it would be aprox 8300 gp. You cant just have a flaming longsword (2300) all magic weapons have to at least start with +1 enhancement bonus and then add other bonuses (i.e flaming) @ at least another +1 bonus.
