Spell Failure is said to be a percentage when wearing armor. So when my player fires a spell how do they roll for spell failure? Percentage dice? If so do they have to roll it when they don't have armor on?

If you player casts any spell with a somatic component while wearing armor, he will need to roll a percentile die. You need to roll higher than what is listed on the table on page 318 of the core rulebook.

You only need to make that check if the spell you are casting has a somatic component, and you are wearing armor. If the spell does not have a somatic component, or you are not wearing armor, then you don't have to make that check.
