As far as racial hit dice go, Dragon (d12 HD, full BAB, all good saves, 6 skill points/level) and Outsider (d8 HD, fall BAB, all good saves, 8 skill points/level) are two of the best.

What Dragons and Ousiders with +1 or +2 LA are there that people consider worth playing?

(Yes yes, I know, RHD are never as good as class levels. Humour me.)

A wyrmling steel dragon or wyrmling tome dragon is often a great choice, especially if you can get Loredrake.

If you can get it to count on a warmage build, I like amphibious dragons with one of the dragon archetypes from Eberron that give bonus spell lists. They have +2 LA and are from Dragonlance.

While not technically LA+1 or 2, Neraph are pretty cool on a Sudden Strike based build, and of course, Polymorph+Metamorphic Transfer funzies. Planetouched have the beautiful ability to become LA0 if they become Lesser versions. By RAW, it removes their LA, regardless of how high it was (note that this does not apply to templates). So things like Fey'Ri (1HD+3LA) are LA0, at the expense of being targetable by Humanoid affecting and Outsider spells.

Spire Dragons from Sharn are ECL4, IIRC, but lack any real abilities other than simply being a low ECL Dragon.

Wyrmling Steel Dragons are ECL4 (2HD+2LA), Mist are 1HD+2LA, (IIRC), and Mercury are also 2HD+2LA. If you can combine with the Martial Initiator or Loredrake, awesome.

Wyrmling Steel Dragons (http://www.wizards.com/default.asp?x=dnd/mm/20040328a) have 4 hit dice, wyrmling Mist Dragons (http://www.wizards.com/default.asp?x=dnd/mm/20031226a) have 3 hit dice, and wyrmling Mercury Dragons (https://www.wizards.com/default.asp?x=dnd/mm/20040103a) have 3 hit dice as well. They do all have +2 LA however.

MM3 has the lumi (2 outsider HD, +2LA), which comes with enough stat boosts and interesting racial abilities to make it playable, not least that its head is semi-detached from its body! :smallbiggrin:
