The race is made for Pathfinder.
Name:TBD
Type: Humanoid
Ability score: +2 STR, +2 DEX, +2 CON, -2 INT, +4 CHA
1 extra feat (as humans)
Swordtrained (as tengu).

The race is an experiment of the humans of 3.5, in search of physical perfection, an accident happened while experimenting which caused that affected a nearby town.

This is the reason why there are in the world.
They are meta-human because for all the effects of either spells and other abilities are considered human.

In my world there are only offer 20 of this breed, but what I need is advice to put a name.

by the way my native language is not English but at least I can read it XD

This is strictly better than almost any other race I can think of; those ability modifiers are nuts.

according to the advanced races guide book, my race using the race builder cost 13 RP and the aasimar cost 15 RP

look at it this way, humans get no stats, and they key feature is the free feat.
half fiends are LA +4 and they get +4 str, +4 dex +2 con +4 int +2 cha. your race is +2 STR, +2 DEX, +2 CON, -2 INT, +4 CHA, for a difference in 12 points, this is about equal to 2 LA, though a +12 to any one stat is weighed much heavier than +2 to all 6 stats. the free feat then bumps the LA up by one, so this race should be about +3LA

you are wrong the human get a +2 in any one stat but compared with this is nothing XD

Ah, this is for PF then? i was assuming 3.5. wouldn't change the LA though.

Then all that tells me is the Advanced Races book is really poorly thought out, because this is more useful than an Aasimar by magnitudes. It's literally objectively better than a human in every possible way, and races shouldn't so clearly overshadow each other like that. It's bad game design.

Yeah the Advanced races guide book is hella borked. youd be surpised how crazy that 'math' is. i was going to join a game once and some guy ended up making a sphycic unicorn that had a +14 total to stats, ina dditon to being able to use his horse mind to wield weapons and crap. and it came out to 11 points. Reminds me a lot of UA flaws, you get an igsignificant penalty for free feats. its about the same way take a tiny penatly to a skill you get 4'free' points or some such.

its actually the worse way to build a race ever, it reminds me of a 3rd party class builder i read once every class was around 200 points with the monk sitting at 215 and the poor bard at 190. and yes heavy armor was worht more than 6th level spells...

But a LA+3 is a bit high for me, I think it would be fitting pretty at +2

A level adjustment of +2 is appropriate here; +1 if you eliminate the Charisma bonus (at least by Pathfinder's standards). If you did so, you'd basically have a human with a net +2 increase in ability modifiers over the standard human, and a few bonus proficiencies.

It's definitely not in LA +3 or +4 territory. For that, you would need actual abilities rather than some minor stat adjustments.

For a name, I recommend "Peerless."
