Other than the Thoon Infiltrator I cannot find any lower CR Mindflayers (if there is some sort of lesser mindflayer please tell me!)
I was thinking of gestalting the Mindflayer Monster Class (http://www.giantitp.com/forums/showpost.php?p=7947714&postcount=13) with a normal Psion and then leveling it appropriately to the parties CR as a solution. So a CR 3 Mindflayer would have a weaker version of Mindblast and 2nd level psionic powers, while a CR 8 would basically be a level 8 Psion//Mindflayer.
