Lightning Boots?

A while back ago I saw a magic item that turned you into lightning when you moved, damaging enemies you moved through. Can anyone tell me where it was?

Check in Complete Mage. There's a spell in it that does that (Lightning Leap IIRC), and there may be a magic item with that effect.

It doesn't do damage, but maybe the Bolt Shirt (MiC p75) might be what you are looking for.
