Blindness and the Permenancy spell

If I had a character who was blinded by one event or another, could he still use spells like arcane sight, and could I still have it made a permanent spell?

Yes, as far as I know the spell version isn't really cued off actual vision.

You'd be able to permanency it just fine. Unfortunately, because it relies on line of sight and being able to see things, it does absolutely nothing for you, since blindness makes you "automatically fail" "all checks and activities that rely on vision".
