What are the best ways to gain extra Spell Slots other then just having a high ability modifier?

What class are we looking at here ?

Extra Spell feat from Complete Arcane

I think you mean the Extra Slot feat, and it's rarely worth it.

Looking for Bard, but I'm mostly looking for Magic Items and not so much Prestige Classes.

If you're a wizard, Specialist and Focused Specialist each add a slot per level. Some people will tell you that having to ban a school is crippling to a wizard's versatility, but if you can't actually prepare all of those versatile spells, they are not doing you much good.

If you do not want to ban schools, then the Elven Generalist racial sub level or the Domain Wizard alternate rule will give you more slots too.

Memento Morri, I think they are called. They grant one spell slot each, and work very well for casters with spells at lower spell levels than normal or high powered unique spells, like bards.

I want to say these are in the MiC and are basically the spontaneous caster's version of a pearl of power (http://www.d20srd.org/srd/magicItems/wondrousItems.htm#pearlofPower). Sadly, they cost more than the equivalent pearl.

Besides that, crank up on items and spells that last longer than 24 hours that give you CHA bonuses for the extra slots. BoVD also has some drugs that can boost various stats, but that's a can of worms.

For prestige classes, there's Nightmare Spinner, which gives you a bonus spell slot for illusions, as if you specialized. You could also go to Sublime Chord, giving you higher level spell slots than what Bard levels would give you. Feel free to combine the two.

Don't forget a Ring of Wizardry (http://www.d20srd.org/srd/magicItems/rings.htm#wizardry).

Ring of Wizardry doubles your spell slots of a specific level (arcane only).

Dragon Disciple (Core) and Wonderworker (BoED) add spell slots. But unless you already have 9ths, not really worth it.
