The area is per level, and will have a different result than the radius.
The area of a circle is pi * r^2, where as 20 cu. ft. is already solved.
PI(20)^2 = 1256.6 cu. ft.

That's... extremely poorly written. I'd go with a 20-foot radius per level. 20 cubic feet per level isn't even a 7x7x7 foot area at level 15 (i.e. it doesn't even extend one square away from you).

Ten cubic feet is 10x10x10 isn't it? As far as game measure go at least? So the base is a 4x4x4 area on the grid. Add +100% each level.
That is pretty dumb though. Yeah.

A 10-foot cube =/= 10 cubic feet. Off the top of my head, cubic feet are used nowhere else except in the description of backpacks. It could be that they meant it to be a 20-foot-cube per level, but that doesn't match the 20ft radius per level either... so no matter what, you have to have your DM make a judgment call.

Cubic feet are used in a few other places, such as polymorph any object, but it is certainly not the most common measure.

This metamagic feat can be applied only to spells
that have the cold descriptor and that affect an area.
:3 600ft radius is now covered in ice and is freezing cold

This is noticeable elsewhere as well. I don't think a lot of the designers all quite understood cubic feet/ X foot cube.

No, 10x10x10 (a cube ten feet aka 2 squares on each side) contains one thousand cubic feet. Simple as that.

Draw a line on the map from your square forward (4*caster level) squares long (each square being 5 feet). Do the same at a 90, 180, and 270 degree offset so that you have a + with the intersection point being your square. Draw a circle that touches all four end points of the +.
That is a 20 ft. per CL radius emanation centered on the caster.
To be technical, you should also draw two vertical lines and make it a full sphere.

Also, for the difference between an emanation and a burst, the emanation flows around objects and ignores cover if it can flow around it. The burst does not. A tower shield will protect you from a burst, but not from an emanation.
