My group is preparing for a new campaign within the next month or two. Its going to be a long term campaign from 1-20.

I am needing help constructing an appropriate character for the story. I have a character concept and idea what I want to do with it but not finding the right tools to bring it together the way I like.

The premise of the campaign is there is a villain who is trying to reshape the DnD multi-verse, trying to steal all the magic from each of the current worlds to create a new 7th world where he is the god-king above it all, in the process slowly killing those worlds.

Our group is supposed to stop him, most of the group is going to be good and nuetral. I've decided to go evil. Instead of the typical evil for power scheme, I'm planning on a go evil for the sake of becoming the destroyer of worlds.

I am filling the arcanist slot of the group and planning on building a Wizard.

I have the idea of starting with a Dragonwrought Kobold. We are still undecided on using flaws, but we are definitely not using level buy off rules.

I've gotten as far as Focused Specialist Wizard 1 (Transmutation) but stuck on what to do after wards.

His alignment is Lawful Evil and worships the Elder Evil Pandorym, while pretending to worship one of the other evil deities I have yet to decide on. He is going along with the party on the premise of this bad guy getting in the way of his own goals. So he is willing the help the party out, but will be secretly delaying the party so that the main villain can kill the worlds and then after knocking out the main villain out so he can set the worlds on the destruction. Looking to keep his worship of Pandorym and other vile activities under wrap until the big reveal at the end.

Additional rules for character leveling, is that since we will be world hoping your 1st 10 levels, and feats have to come from 1 one set of setting material. So either pure base, pure Faerun, pure Eberron, etc afterwards you can grab bag from any setting material. We are allowed to use Dragon Magazine material which will not be setting specific, unless something is noted as being so.

(Current WIP)
Focused Specialist (Transmutation) Desert Kobold Wizard
(Planning on Start INT being 21)
Loses Access to Enchantment, Evocation, Necromancy
(1) Dragonwrought (Bronze)
(1-Vile) Willing Deformity

Any assistance, suggestions appreciated.

The main comment I have is that you should not ban whatever school gives you access to good lying. Expect that, if you are delaying or counteracting good/neutral party members in favor of letting this BBEG weaken/finish off some of the worlds, that they and the party's patrons will come down on you like a ton of bricks if they ever found out.

Secondly, out-of-game, choosing to go evil in a "save everything" kind of campaign can stress out-of-character relationships. Everyone is cooperating to succeed in a difficult storyline. Except you. You're IC secretly undermining everyone's efforts, having the character be all chummy while flipping them the bird and stabbing them in the back. You seem to imply a bit of nuance in that you aren't strictly working for the enemy. But I think you'll find that the others won't care. People that don't help are part of the problem, not part of the solution. People that pretend to help might be tolerable, but people that do the opposite of helping are going to strain the game dynamic.

So, firstly, make sure your DM is clear that you are playing an evil character. If the DM is going to undermine your deception, then you're doomed. Secondly, consider telling the other players OOC that your character is evil and that it's nothing personal. If this doesn't sound plausible, then I'd argue that it's also not plausible to spring it on them mid-campaign.

Otherwise, your build seems a tried and true bit of optimization that is unlikely to suddenly be inadequate.
