Is there anything like a monster manual for GURPS that DM's can use for encounters or do we always need to make the monsters ourselves?

Note: The reason I'm asking and not checking is because all the books are owned by one person in our group and it's not me so I can't access them atm.

g3 had the Bestiary (http://www.sjgames.com/gurps/books/bestiary/) reference book. Most campaign setting books include a chapter dedicated to setting-appropriate monsters.

If you are after g4-specific stuff, I'd check the likes of Dungeon (http://www.sjgames.com/gurps/books/dungeonfantasy/) Fantasy (http://www.sjgames.com/gurps/books/dungeonfantasymonsters1/) and Monster (http://www.sjgames.com/gurps/books/monsterhunters/) Hunters (http://www.sjgames.com/gurps/books/monsterhunters/monsterhunters3/).

There isn't a single book like D&D has, no. Most books, especially setting or genre ones, have a number of premade NPCs, but it is expected the GM will create his own, other than the most common animals, to suit his game.

Generally, though, NPC creation is simpler than PC creation, since you don't have to deal with point totals or a lot of skills, and can just decide on a few thematic advantages, disadvantages and what it rolls for a few key traits. Some NPCs, like the head of a conglomerate your PCs are trying to infiltrate and bring down, who also happens to be a Kingpin-expy, might require a lot more detail, but most don't.

Thanks, but I'm not really looking to buy anything extra.

Does that mean most NPCs just lack skills then?
Or did the books give a speed up creation system for NPC's that I had missed?

No, but you don't have to know how good a thug is at playing rugby or filing his taxes if his role in the story is attacking the PCs with a baseball bat. Statting NPCs at a level of detail the PCs will never interact with is a waste of time, especially in a system as complex as GURPS. Except for the most important NPCs, only write down what is relevant to the PCs.

I wasn't telling you to buy them. I was simply showing you the answer to your question.

GURPS Horror?

I think Banestorm also has a few beasties in it.
