Right now, I am someone coming into a campaign of mine, that is sort of fresh to the game, what sort of things would you suggest a level 9 fighter to have?

What weapons/feats does he have. What kind of campaign is it? If it's undead heavy, simply have him invest in anti-undead stuff.
Unfortunately the gear matches the fighter - inflexible.

What's the fighter's build? You can get gear to compliment the fighter's play style. Fighters may be low tier, but at least you can make them good at what they do best. Is there a caster that can buff him up a bit, or will he need to buy items to get flight and such?

He is going a bit cookie cutter sword and board, so a good sword/mace and a shield. I am giving him 39,000 to spend.

He has feats aimed towards improved trip and improved disarm.

Edit: This is a r/l game, not an online one, so super war monger optimization is not a worry here, our wizard is not bending time and stealing gods girlfriends, so he does not need to compete with that (not like they could anyways) , but I think aiming for skill boost and mobility are what is needed.

Is the sword and shield build set in stone? If the player wants to do a trip build, having some sort of polearm would be better; the Halberd or the Guisarme would probably be best, but any weapon with reach would help. The 10ft reach would give the fighter a better ability to trip and disarm multiple opponents.

A spiked chain is nice if you don't mind spending the feats for it.

okay so they ended up going with a spell storing gursiame and gauntlets of warning.

For obvious reasons, a good weapon and ordinary armor are a must, though that doesn't seem like information worth dispensing. A regular +1 might be enough, especially if the wizard is helping with greater magic weapon, and then the specific enhancements are up to his discretion. As in all things, you should use the lists of necessary magic items (http://www.giantitp.com/forums/showthread.php?t=187851). He's going to need to pick up most of this stuff at some point, so it's probably worth checking it out now. Bunko's bargain basement (http://brilliantgameologists.com/boards/index.php?topic=350.0) is another good resource for cost efficient items. After that, I'd recommend filling in the gaps with stuff from Shax's indispensable haversack (http://www.giantitp.com/forums/showthread.php?t=148101). It's a great source for utility items, and he could always purchase an entire sack, straight up, and get some good versatility in the process. Finally, you should look into weapon and armor augment crystals, anklets of translocation, and the belt of battle, all from the Magic Item Compendium. The latter two are frigging amazing, and the former is a rather cost efficient way to boost your capabilities.
