Voice of Madness idea

I have had an idea in my mind for quite some time, a character that primarily caused insanity and used sonic based attacks. I intend for them to be linked to the plane of Pandemonium, and mostly likely a sorcerer. The initial plan was to just grab Energy substitution (sonic), pile on fear and insanity effects, and call it good..but I feel that might be an injustice to the concept.

Does anyone have any suggestions on what might fit this idea?

Pick a race with some type of sonic attack and take the Siren PrC from Savage Species. The possibilities are quite silly. My favorite is to have a sirine (MM2, should qualify) who is a Siren. There are several other notable combos, like the example harpy in Savage Species, but there might be one or two other fey that also qualify (Frostwind Virago? Wendigo?).
