some help creating magic items/artifacts

i want to create some magic items who i saw in ben 10 cartoon, but i dont know how to do that

Unlimited Ray of Frost
Maybe add more fire/cold spells based on level?

Charm of Telekinesis
Unlimited use of Mage Hand.
Allows x minutes of flight/day

Charm of Electrokinesis
Shocking grasp 2/day
Maybe add more electrical spells based on level?


Special:Charms can be worn in any combination and they take up only your neck slot.

The first strikes me as a bag of holding.

The charms of Bezel should be an artifact. There should be additional bonuses when 2,3,4 or all 5 parts are used together.
