Ballista God

So my DM is allowing Quick Loading and Rapid Reload to stack.
Which means Regular Ballista take one move action to load and Heavy Ballista take 1 Full Round action.
I need to optimize a Ballista users build, on top of finding a means of transporting it.
So far I've found the Feats Rapid Reload, Ballista Proficency, and Expert Siege Engineer.

Uhhh... ballista aren't that great.

That's why I designed that.

Also I think Ballista Proficiency doesn't actually do anything.
