Caster Levels on Items.

Just a bit of confusion, as I can't seem to find it anywhere; what are the caster levels on items like potions and wands?

Isn't it minimum caster level that you can cast the spell at?

No, wait, its the caster level that you pay for (higher = more expensive) but its the lowest the ability can be and still cast the spell. thats it.

Any pre-generated one will have the lowest CL needed to cast said spell
