Only Kobold one I know od free is that Burning Plague one but that is 1st level module.

You don't have to download it from WotC website.

Pathfinder also has Crown/Revenge of the Kobold king, both of which are near the level 4 area, and they were written for 3.5 rules. It wouldn't be hard to remove the PF universe names to suit your campaign.
