P6 BBEG Psi plots?

I'm trying to come up with more potential villains in my campaign, which is both P6 (leaning slightly upward) and which contains no arcane or divine magic, only psionic power. Can anyone think of a few things that A BBEG might be able to do within those general limits? (4th level powers are possible with cheese, and I can shuffle power level of individual powers if needed, but I have to deal with those parts. I already moved psionic Revivify to level 3 as it seemed arbitrary.)

A character with feat leech (http://www.d20pfsrd.com/psionics-unleashed/psionic-powers/f/feat-leech) might seek to get a gang of others with psionic feats to support him/her. When others with interesting powers show up he or she might go to some lengths to find out if they have anything stealable and to force them into the gang. Slight variants of this involve aristocracy, the military, religious or nationalistic cults.

Dreads are just about BBEG in a can. Look up the Open Door feat and consider how it could be used for blackmail or manipulation.

You can pretty easily pick up the first level of Thrallherd in an E6 game for an endlessly replaceable sack of hitpoints.
