Throughout time there have always been those who try and gain power by making deals with fiends. Most of the time, they njoy a small time of power, before a loophole in their contract is found and they are pulled, kicking and screaming into the depths of Hell. Some, however, are succesful, and they become Warlocks, and powerful ones at that. Their children will also have this fiendish power, with their agreements using the same terms as those of their parent. As time goes on, the power in the bloodline weakens, and many generations down the line, the descendants of those who made the original Covenant still possess a measure of their power, but have not the power of full blown Warlocks.

Least Covenant [General]
You are descended from those who made pacts with fiends, and as such, have some minor supernatural abilities. However, all Hells gifts being Hells due, you cannot do so without losing some of your essence to the Pit.

Prerequisites: Non-good alignment

Benefit: You can use the following abilities at will:
Hellcats Fall: You can activate this ability as an immediate action. You gain the benefit of a Feather Fall spell for the duration of your fall. Use of this ability causes 2 points on Con burn to you
Erinyes’s Lure: You can activate this ability as a standard action. You gain +6 bonus on Bluff, Diplomacy and Intimidate checks for 1 hour. Use of this ability causes 2 points of Con burn
Blast of the Gelugon: You can activate this ability as a standard action. You launch an orb of cold at a target within 30ft. This is a ranged touch attack, which deals 1d6 cold damage. Use of this ability causes 2 points of Con burn.

you could also not tell the player that he has the abilities (like he is unaware of his heritage) and spontaneously he casts something. just a thought.

Diabolic Toughness says 'Con burn' in one place instead of 'Cha burn'. On that, though, maybe you could have it still give Con burn? (Change the +2 bonus to a +3 and you won't even have to worry about the cancelling-out effect.) I just think that Cha burn isn't as serious a penalty as the Con burn everything else suffers. And the Con bonus is very useful while it lasts -- bonus hitpoints for combat!
