Libris Mortis seemed like an obvious answer, but there wasn't really any information on there about wraiths that I could find.

I'm running a campaign where players will play undead characters, like wraiths, ghasts and vampires.

I like to run individual prologues before the campaign to kind of get each player situated (I do this for all my campaigns) and I wanted to read up on wraiths so I could better come up with a plot for it. All I'm really getting from MM is that they 're evil clouds of undead gas that hate all life. But, I want to know things like how they're created and whatnot (like how there's so much detail for vampires and liches and other undead, but not wraiths)

any idea on which books would have information on wraiths? or if you're a wraith-expert yourself, by all means... enlighten me

You're looking for the Ghostwalk book.

If you want to play as a wraith then gostwalk should be your best bet.
Summoning them works rather well with master of shrouds.
For permantly controling them you could try this guide
