Help remembering a movie title

Ok, so when I was about 7 or 8, I remember watching this Tremors-esque movie. Of course, that would actually make it predate tremors by 1-2 years(ie: 88, 89), and there were key differences. In this movie, whatever was tunneling through the ground could come up through asphalt/concrete, as I distinctly remember the setting was in a city. I remember several of the "kills" went virtually unnoticed, even though I'm pretty sure people were nearby, so that indicates a fair amount of stealth. I'm pretty sure the holes closed back up automatically, kinda like magic, but I may be wrong on that.

So, any ideas?

Could it have been a straight to TV/video movie or an episode of a TV series?

There's one I remember where the thing was on a beach and was snatching people that way, but it was in an otherwise urban setting (seaside town). Not sure of the name of that TV movie though.

It very well might have been TV/Video movie, definitely NOT an episode of a tv series though. I remember watching it on my grandmothers cable box when I had visited her one weekend.

Definitely not squirm though, as for starters, I can't say I ever even saw the movie monster that did it, just sprays of blood when it took it's victims. Also, when I say city, I mean BIG city. I remember skyscrapers being in the film.
