What sorcerer spell source would be best suited for a sorcerer who specializes in cold-oriented powers?

Dragon lets you choose your element, and as a Dragonborn Dragon Sorcerer you can pick up rods to get the Dragonborn Rod that lets you turn your damage into the same damage as your Dragonborn breath element. (At-will)

Wild magic and Storm magic aren't really suitable for this. Wild magic simply isn't predictable like that. Storm magic has a number of powers that are cold-themed, but the riders aren't particularly important, and you won't have resistance piercing on cold attacks.

Cosmic magic has a number of cold-themed powers, too, and grants cold resistance and thus piercing in the sun phase, but if you get hurt too much you get knocked into a different phase, which is problematic.

I'd probably say Dragon magic - you can get cold resistance and piercing constantly, and there are enough draconic cold-themed powers and other powers that can be reasonably suitable for a Dragon mage that you could manage.

A Shadar-kai wild sorcerer can choose cold as his element with a feat (Darkwinter Wild Soul) rather than rolling for his element, so Shadar-kai could work. And Shadar-kai can take a feat (Reaper's Touch) to make Dragonfrost into a melee basic as well, so you can have a cold-based ranged basic and melee basic.

Sound advice if you want an ice-themed sorcerer, but if you're looking to build around cold damage, you'll struggle unless you take Gavran's advice, or find some other way to convert all your powers into cold damage.

Have you considered the Elementalist Sorcerer subclass? The Water Elementalist powers are all cold-element. Picking a worthwhile paragon path will be tough, I guess blizzard mage?

Certainly helps, but you will want a way to pierce resistance, hence the Dragon or Wild soul with cold.
