Bone Knight, ways to better max dex and acp

With mithrill not an option what are ways to increase max dex and decrease armor check penalty for a full plate?

I don't care about spell failure.

There's also an enchantment that makes x armor count as y armor regarding armor checks, but I don't remember the name of it.

The feat Guerrila Warrior lessens ACP by 1 and makes Hide and Move Silently only cost 1 skill point when cross classing.

Also if you have room in your build you can dip into Dread Commando to lessen ACP as well. Another Prestige class that lowers ACP as well as other armour wearing abilities is the Vengeance Knight.
