Ok there may be a reason that this doesn't work but let's see

If I'm right, a 16th level character can use one chosen spell with the Empower and Maximize Spell Metamagic Feats without increasing the Spell Level at all

The Build is Human Sorcerer 6/Incantatrix (Players Guide to Faerun) 10
Take Draconic Heritage (Races of the Dragon) at Level 1 to get dragonblooded subtype
Use your bonus Human feat and Lv3 feat for Iron Will and Empower Spell.
By level 7 you qualify for Incantatrix, using the bonus metamagic feat for Maximise Spell
For Level 9, 12 and 15 feats take Practical Metamagic (RotD) twice (Empower and Maximise) and Arcane Thesis (any spell)

So here's how it goes down
Empower adds +2, Maximise as +3
Practical Metamagic reduces each by 1, bringing it down to +1 +2
The Incantatrix's Lv10 Improved Metamagic Class Feature reduces them again, although it can't bring Empower down any further due to the minimum +1. That makes them +1 +1
Then arcane thesis brings them both down again! unlike Practical and Improved Metamagic, it doesn't have a +1 Minimum so its now +0 +0!

You can speed it up by using the Metamagic Specialist ACF from PHBII and/or using the open 6th level feat for Accelerat Metamagic (RotD)

The Plan I have for it is something like this
Human
Sorcerer 6 (Metamagic Specialist ACF)
Incantatrix 10
(I=Incantatrix Bonus Metamagic Feat, H=Human Bonus Feat)
1 Iron Will
1H Draconic Heritage
3 Empower Spell
6 Accelerated Metamagic (Empower)
7I Maximise Spell
9 Arcane Thesis (Wings of Flurry)
10I Twin Spell
12 Practical Metamagic (Empower)
13I Invisible Spell
15 Practical Metamagic (Maximise)
16I ???
Relevant Spells Known: Wings of Flurry, Greater Arcane Fusion, Arcane Spellsurge
Abilities: Great CHA, decent (16+ for this specific 1 turn combo) INT

Turn 1: Arcane spellsurge
Turn 2: Cast Arcane Fusion as a swift action (normally standard)
The two smaller spells are Wings of Flurry (Empower, Maximize, Twin - 2 uses of ACF Feature to ensure it only costs 1 standard action - total level 7) and Wings of Flurry (Empower, Maximize - 1 Use of ACF Feature - total level 4)
Then, cast Arcane Fusion again, this time with Invisible Spell to make it a standard Action (Usually Full), same component spells

Wings of Flurry deals D6 Damage per caster level. Arcane Thesis adds +2 CL, and my dragonblood adds +1 to this particular spell, making the total CL 19.
So that would be 19D6... but Maximize and Empower makes it 114 + 9D6 (though Reflex halves). With the twin spell, the attack hit 6 times, making it 684 + 18D6.
So depending on damage rolls and Reflex saves, it can do between 360 and 792 damage
To everything in a 30ft radius
And anything that survives still has to pass 6 reflex saves or end up dazed

:D

So that's my cool thing, feel free to pick it apart and tell me why it doesn't work and how I'm an idiot

That's pretty straightforward metamagic optimization. Basically, you've discovered the Mailman build, in a slightly different form. Note that Twin might not create a copy with all of the other metamagic, but rather might create a copy of the base spell only, depending on interpretation.

Oh ok, so it does work after all? excellent

Also I just realised I don't have to use Invisible spell, I can use a metamagic that normally has a +1 increase. Idk what though.

I'm missing something.

Arcane Fusion: "choose any 1st-level sorcerer spell you know and any 4th-level or lower sorcerer spell you know".

So which is the 1st-level sorcerer spell?

I missed it the first time too.

Greater Arcane Fusion is an 8th-level spell, and it nests a 7th-level or lower spell and a 4th-level or lower spell.
